Qualifications Based Selection (QBS) is a process for the competitive selection of architecture and engineering services that requires companies to compete for business based on technical qualifications. QBS is the industry standard for public sector engineering contracts to ensure the public’s safety and infrastructure needs are met. It is required by law on any federally funded project and a best practice for all projects that serve the public.
